AWP Karachi elects new office-bearers at its third congress

Karachi: Awami Workers Party central President Yousuf Mustikhan has said that the current exploitative state structure and system is crumbling, rift among the ruling classes has deepened.
Although the state has four pillars, only one state apparatus is controlling all other institutions which have now become a state within the state, he said.
He said this while addressing the open session of the third congress of the Awami Workers party Karachi division held at PIIA auditorium on October 27, 2019. The congress elected new office-bearers for the next three years.
He called for speeding up our struggle to dismantle this exploitative capitalist and feudal system and set up an egalitarian society based on socialist principles, equal rights to all without any discrimination on the basis of faith, religion, ethnicity, gender and class.
The open session, conducted by Khurram Ali and Laila Raza, was attended by senior party leaders including AWP central President Yousuf Mustikhan, and general secretary Akhtar Hussain Advocate and leaders from other Left parties including S.M. Altaf, President, Mazdoor Kissan Party (MKP), Ramzan Memon, president, National Party, Sindh.
Veteran trade union leader and head of the Pakistan Trade Union Federation (PTUF) Kaneez Fatima, former presidents of the National Students Federation (NSF) Hassan Aalya, Salahuddin Gundapur Advocate and Momin Khan as well as leaders of the Karachi Circular Railways affected people, Sui Southern Gas Jafaksh Union and the Postal Labour Board also attended the congress.
Speaking on the occasion AWP General Secretary Akhtar Hussain felicitated the new office-bearers who are relatively young and reminded them of their responsibilities of spreading the party programme and making it the alternative representative party of the Left, working class, working people, women, peasants, religious minorities, youth and students and bringing revolution in the country.
He stressed on organizational discipline and democratic attitude within the party and remaining connected with the problems of the people.
MKP President SM Altaf emphasized the importance of the unity of the Left. However, he noted that any engagement with any party or group should be based on ideological principles.
NP leader Ramzan Memon termed the struggle for civilian supremacy as the core agenda in current circumstances and called for a mass movement to disengage the military establishment from the political and economic affairs of the country.
AWP Sindh President Bakhshal Thalo highlighted the complex problems of Karachi. He stressed that the AWP Sindh, especially the Karachi chapter, must play a leading role in ending the divisions among the people on the basis of urban and rural, religion and ethnicity in the province.
“All labourers, farmers and working people living in the province should play their part in bringing the people closer,” he urged.
AWP central women secretary Aliya Bakhshal highlighted the problems being faced by women activists and emphasized that the leftist comrades should join the women in the fight against patriarchy and exploitation.
Speaking on the relationship between patriarchy and capitalism, Laila Raza, the newly elected women secretary of Karachi, noted that liberation of women from all discriminations and exploitation is not possible unless the capitalist system is abolished along with the patriarchy.
PRSF organizer and youth secretary Zahabiya highlighted the suffocating environment and problems the students are faced with due to lack of a democratic environment and the absence of unions on campuses.
He called for a movement for the restoration of student unions.
Shafi Sheikh highlighted the burgeoning problems of Karachi and said that the working-class city has been thrown into a fire of hatred being fuelled by the state institutions. There is no solution to the problems except class struggle, he exhorted.
Earlier the newly-elected Deputy General Secretary Abid Shakil and Karachi Committee member Amar Azizi conducted the closed session proceedings, presided over by Awami Workers Party Sindh President Bakhshal Thallo.
The event began with the ‘International’, the anthem of the workers sang by party activists amid revolutionary slogans that galvanised the delegates.
The secretaries of different units and organizations presented their respective reports.
Shafi Sheikh, the outgoing general secretary, presented the performance report of the Karachi party during the last three years. He especially mentioned the activism of the Karachi Rescue Movement and the Karachi Indigenous Rights Movement and the efforts of Usman Gujjar and Romain Khan, in bringing a large number of working-class from Pakhtunkhwa to the party fold in Karachi.
A three-member Election Commission headed by Hassan Askari, member of the Federal Committee, conducted the election.
The delegated elected Shafie Sheikh as president, Ishtiaq Azmi, Senior Vice-President; Jan Muhammad and Aziz Khan, Vice-Presidents; Khurram Ali, General Secretary; Abid Shakeel Farooqi, Deputy General-Secretary; Mukhtiar Rahu, Joint Secretary; Manan Bacha, Labour Secretary; Hafeez Baloch, Peasant Secretary; Babar Chaudhry, Education Secretary; Riaz Baig, Finance Secretary; Laila Raza, Women Secretary; Fawad Hasan, Information Secretary; and Zahabia, Youth Secretary.
Khurram Ali announced that the new cabinet would analyze the contradictions, issues of Karachi from the class perspective and present a report in the next general body meeting within a month. The party will also unveil its line of action and calendar of activities.
Yousuf Mustikhan took oath from the newly elected executive body and expressed his best wishes to them.
‘Cass Struggle Awards’ were presented to senior comrades in recognition of their long struggle including Comrade Iqbal Sultana, Comrade AR Arif, Comrade Muslim Shamim, Comrade Iqbal Alvi, Comrade Kaneez Fatima, and Comrade Manzoor Razi.
In the end, activists of the Progressive Students Federation (PrSF) presented a stage play on the chequered political history of the country and received plaudit from the audience.
عوامی ورکرز پارٹی کراچی نے 27 اکتوبر 2019 کو پی آئی آئی اے آڈیٹوریم میں اپنی تیسری ضلعی کانگریس کا انعقاد کیا جس کے بند اجلاس کی نظامت نومنتخب ڈپٹی جنرل سکریٹری جناب عابد شکیل اور کراچی کمیٹی کے ممبر جناب امر عزیزی نے سنبھالی جبکہ صدارات کے فرائض عوامی ورکرز پارٹی سندھ کے صدر جناب بخشل تھلو نے انجام دیئے۔ کھلے سیشن کی نظامت نومنتخب جنرل سکریٹری کراچی جناب خرم علی اور نومنتخب خواتین سکریٹری کراچی لیلیٰ رضا نے سنبھالی جبکہ صدارت کے فرائض کراچی کے نومنتخب صدر جناب شفیع شیخ صاحب نے انجام دئے۔
اس کانگریس میں عوامی ورکرز پارٹی کے مرکزی صدر جناب یوسف مستی خان اور مرکزی جنرل سکریٹری اختر حسین ایڈووکیٹ سمیت مختلف نامور سیاسی و سماجی شخصیات نے شرکت کی جن میں مزدور کسان پارٹی کے مرکزی صدر ایس ایم الطاف، نیشنل پارٹی سندھ کے صدر رمضان میمن، پاکستان ٹریڈ یونین فیڈریشن کی روح رواں کنیز فاطمہ، نیشنل اسٹوڈنٹس فیڈریشن کے سابق صدور (حسن اعلیا، صلاح الدین گنڈاپور، مومن خان)، کراچی سرکلر ریلوے متاثرین کی قیادت، سوئی سدرن گیس جفاکش یونین کی قیادت اور ڈاک لیبر بورڈ کی قیادت نے بھی شرکت کی۔
تقریب کا آغاز انٹرنیشنل کے ساتھ کیا گیا جس کو کارکنان نے نہایت گرم جوشی کے ساتھ پڑھا اور انقلابی نعروں سے حال کو گرمایا۔ جس کے بعد پچھلی کابینہ کے مختلف شعبہ جاتی سیکریٹریوں نے اپنے اپنے شعبوں کی رپورٹیں پیش کیں اور آخر میں سبکدوش ہونے والے جنرل سکریٹری جناب شفیع شیخ نے پچھلے تین سال کی کارکردگی پر مجموعی نظر ڈالی۔ اس حوالے سے انہوں نے کراچی بچاؤ تحریک اور انڈیجینئس رائٹس مومنٹ کا خصوصی طور پر ذکر کیا اور پختونخواہ کے ساتھیوں جناب عثمان گجر اور جناب رومین خان کا خصوصی تذکرہ کیا کہ انہوں نے کس طرح کراچی کی ممبر سازی میں پارٹی کی معاونت کی ہے۔
بعد ازاں رپورٹس ،عوامی ورکرز پارٹی کی فیڈرل کمیٹی کے ممبر جناب حسن عسکری نے تین رکنی الیکشن کمیشن کی سربراہی کرتے ہوئے الیکشن کا انعقاد کرایا۔ جسکے بعد عوامی ورکرز پارٹی کے مرکزی صدر جناب یوسف مستی خان نے نئی کابینہ سے حلف لئے اور ان کے لئے نیک تمناؤں کا اظہار کیا۔ الیکشن مکمل ہونے کے بعد عوامی ورکرز پارٹی کراچی کی جانب سے مندرجہ ذیل بزرگ اور سینئر نظریاتی ساتھیوں -کامریڈ اقبال سلطانہ،کامریڈ اے آر عارف،کامریڈ مسلم شمیم، کامریڈ اقبال علوی،کامریڈ کنیز فاطمہ، اور کامریڈ منظور رضی کو ان کی طویل جدوجہد کی بنیاد پر طبقاتی جدوجہد ایوارڈز پیش کئے گئے جس پر بند سیشن کا اختتام کیا گیا۔
دوسرے سیشن میں مقررین نے نئی قیادت کو مبارک باد پیش کی اور اپنی تقاریر سے مجمع کو گرمایا۔ اس موقع پر یوسف مستی خان صاب نے ریاست کے کھوکھلے ڈھانچہ پر تفصیلی بحث کرتے ہوئے کہا کہ ریاست کے کئی ستون ہوتے ہیں لیکن پاکستان میں ریاست پر ایک ہی ادارہ سوار ہے جس کے نتیجہ میں اسے ریاست کہتے ہوئے بھی سوچنا پڑے گا۔ اختر حسین صاحب نے تنظیمی نظم و ضبط کو سمجھاتے ہوئے پارٹی کے اندر جمہوری رویوں کو فروغ دینے اور عوام کے مسائل سے جڑنے کو لازمی قرار دیا۔ ایس ایم الطاف صاحب نے اس موقع پر بائیں بازو کی پارٹیوں کی جڑت پر زور دیا مگر ساتھ ساتھ اس بات کا بھی اظہار کیا کہ کوئی بھی جڑت ٹھوس نظریاتی بنیادوں پر ہونی چاہئے۔ رمضان میمن نے سولین بالادستی کی جدوجہد کو اس وقت کی بنیادی جدوجہد قرار دیتے ہوئے پاکستان میں فوج کے کردار کو محدود کرنے کے لئے تحریکوں پر زور دیا۔
بخشل تھلو نے کراچی کے مخصوص حالات پر روشنی ڈالی اور اس بات پر زور دیا کہ سندھ کی پارٹی اور بالخصوص کراچی کے ڈھانچہ کو سندھ کے اندر شہری و دیہی اور لسان و مذہب کی بنیاد پر تقسیم کو ختم کرنے میں اپنا کردار ادا کرتے ہوئے اس صوبہ میں بسنے والے تمام محنت کش، کسان و تنخواہ دار ملازمین کو قریب لانے میں اپنا کردار ادا کرنا چاہئے۔ عوامی ورکرز پارٹی کی مرکزی خواتین سیکریٹری عالیہ بخشل نے خواتین کی جدوجہد میں درپیش مسائل پر روشنی ڈالتے ہوئے اس بات پر زور دیا کہ بائیں بازو کے مرد حضرات کو بھی پدرشاہی کے خلاف جنگ میں خواتین کا ساتھ دینا ہو گا۔ لیلیٰ رضا نے پدرشاہی اور سرمایہ داری کے رشتہ پر بات کرتے ہوئے اس بات پر زور دیا کہ خواتین کی مکمل آزادی تب تک ممکن نہیں جب تک پدرشاہی کے ساتھ ساتھ سرمایہ دارانہ نظام کا خاتمہ نہ ہو جائے۔ پی آر ایس ایف کی آرگنائزر اور نومنتخب نوجوان سکریٹری زہابیہ نے اس بات پر روشنی ڈالی کہ اس وقت کیمپسس میں کوئی جمہوری ڈھانچہ نہ ہونے کے سبب طلبہ و طالبات کو کتنے مشکل حالات کا سامنا ہے اور طلبہ یونین پر پابندی کے خلاف تحریک کو وقت کی ضرورت قرار دیا۔
شفیع شیخ صاحب نے کراچی کے حالات پر روشنی ڈالتے ہوئے کہا کہ محنت کشوں کے شہر کراچی کو جسے ایک عرصہ تک نفرت کی آگ میں جھونک دیا گیا تھا اور اب اس پر ریاستی ادارے سوار ہیں اس کے مسائل کا حل سوائے طبقاتی جدوجہد کے کوئی اور نہیں اور ساتھ ساتھ نئی منتخب کابینہ کو نیک تمناؤں کا پیغام دیا۔ خرم علی نے یہ اعلان کیا کہ نئی کابینہ کراچی کے تضادات کا طبقاتی تجزیہ کر کے ایک مہینہ میں جنرل باڈی کا انعقاد کر کے عومی ورکرز پارٹی کراچی کی حکمت کا اعلان کرے گی۔آخر میں پروگریسیو اسٹوڈینٹس فیڈریشن کے طلبا نے ملکی سیاسی تاریخ پر مختصر دورانئیے کا ایک تھیٹر پیش کیا جسے حاضرین بے انتہا پسند کیا اور طلبا کی اس کاوش پر انہیں دل بھرپور داد دی ۔
