AWP condemns massacre of Hazara coalminers, vandalizing Hindu shrine

Karachi (January 3, 2021): The Awami Workers Party (AWP) leadership has condemned in the strongest possible terms the massacre of 11 coal miners belonging to ethnic Hazara minority in Mach, Bolan district of Balochistan, the responsibility for which has subsequently been claimed by the global Islamist group known as ISIS.

The Hazara labourers have been working in the coalmines since the British colonial period. The 11 coal miners had come out of their mines at night, where the gunmen butchered them near their residential quarters.

AWP President Yousuf Mustikhan and General Secretary Akhtar Hussain, KP president Haider Zaman, Sindh President Bakhshal Thalho, Seraiki Waseb President Farhat Abbas and Punjab President Ammar Rashid, GB AWP leader Baba Jan, in a joint statement on Monday said the massacre of miners after an abduction has exposed the negligence and failure of security apparatus and the inhuman conditions in which workers in the province work.

They termed the incident a despicable act and asked the government to bring the culprits to justice and take action against the Frontier Corps personnel for their laxity who are responsible for the security in the area.

They said that the present government is simply dodging its responsibility of providing security to the people working in coal mines and the religious and ethnic minorities by terming the act a terrorist conspiracy by foreign countries. In fact, the Hazara community has been subjected to organized target killings for years, mostly by sectarian groups that were long patronized by Pakistan’s own security establishment.

The party leaders questioned what the purpose of security personnel in Balochistan is if they cannot protect workers, and said that the present regime is clearly continuing to indulge in sectarian extremist groups who have been regrouping in KP’s tribal districts and Balochistan. The so-called ‘peace deal’ with the Taliban in Afghanistan and the indulgence of sectarian outfits like the Tehrik-e-Labbaik Pakistan (TLP) will simply worsen the plight of minorities like the Hazaras.

The AWP recalled that over 30 labourers were killed in coal mine blasts and a terrorist attack in Balochistan in May 2018.

Sunday’s incident highlights the criminal negligence of the provincial and federal governments towards labourers, in general, and coal miners, in particular. There has been an alarming rise in the casualties of miners and labourers in Balochistan, with over 300 deaths in the past eight years, they said.

They said the provincial government was uninterested in ensuring that miners were working in regulated conditions and left them at the mercy of the owners who were only interested in maximizing their profits at the cost of workers’ lives and terrorist groups.

The AWP leaders noted that miners are also at the whims of multinational companies that have been given free hand to pillage Balochistan’s minerals by successive governments acting at the behest of the IMF. Meanwhile, FC and other state personnel also extort bribes and batha from the miners on a daily basis.

AWP leaders said that the tragedy was the result of the government negligence and the callousness of the mine owners as they are flagrantly violating the labour laws and do not spend money on the safety and health of the poor miners.

He said that labour departments across the country were staffed with barely a few dozen people and starved for resources because the state simply had no interest in protecting the rights of workers.

Meanwhile the state of Pakistan has not yet ratified ILO conventions on the health and safety of mineworkers and was refusing to do so at the behest of powerful mining lobbies.

The AWP leaders said that the targeting of Shia Hazaras follows the vandalising of a Hindu shrine (Samadhi) by a mob in Karak district, which confirms that the country is once again spiralling towards mob rule on the basis of religious supremacist ideologies.

They said the historical building was set on fire by people due to negligence of the local police and demanded of the PTI-led provincial government to take action against the district police officers as the zealots had planned it in advance, but the police did not take notice.

The AWP KP president Akhundzada Haider Zaman, former President Shahab Khattak Advocate and secretary-general Qazi Hakeem said the destruction of the historical temple had caused insecurity and fear among the Hindu community.

They urged the government to ensure protection to the religious minorities and their worship places.

کراچی (جنوری  3، 2021 ِ) : عوامی ورکرز پارٹی کے رہنماؤں نے نامعلوم مسلح افراد کی  بلوچستان کے ضلع بولان کے علاقے مچ میں ہزارہ  لسانی  شیعہ  اقلیی برادری سے تعلق رکھنے والے 11 کوئلے کے کانکنوں کے قتل عام کی سخت ترین الفاظ میں مذمت کی ہے۔

ہزارہ مزدور برطانوی نوآبادیاتی دور سے ہی کوئلے کی کانوں میں کام کر رہے ہیں۔ ان کی تعداد گذشتہ دو دہائیوں کے دوران فرقہ وارانہ تشدد  اور امتیازی سلوک  اور استحصال کی وجہ سے کم ہوئی ہے۔

اتوار کی رات   تازہ ہوا میں سانس لینے  کے لئے وہ کوئلے کے کان  سے باہر اپنے رہائشی مکانوں میں آئے تھےکہ  نامعلوم بندوق برداروں نے انھیں اغوا کرنے کے بعد ذبح کردیا۔

اے ڈبلیو پی کے صدر یوسف مستی خان اور جنرل سکریٹری اختر حسین ، کے پی کے صدر اخوند زادہ حیدر زمان ، سندھ کے صدر بخشل تھلہو ، سرائیکی وسیب کے صدر فرحت عباس اور پنجاب کے صدر عمار رشد ،  گلگت-بلتستان ڈبلیو پی کے رہنما بابا جان نے پیر کو ایک مشترکہ بیان میں کہا ہے کہ کان کنوں کےکو اغوا کے بعد  قتل نے سیکورٹی اداروں کی  مجرمانہ غفلت اور  ان کو تحفظ فراہم کرنے میں ناکامی اور  صوبے میں محنت کشوں کے حالت زار اور  غیر انسانی  ماحول میں کام  کرنے کو بے نقاب کردیا ہے ۔

انہوں نے واقعے کو قابل مذمت فعل  قرار دیا اور حکومت سے مطالبہ کیا کہ وہ مجرموں کو انصاف کے کٹہرے میں لائیں اور فرنٹیئر کور کے  اہلکاروں کے خلاف کاروائی کریں جو علاقے میں  سیکورٹی کے ذمہ دار ہیں۔

انہوں نے حکومت سے  مطالبہ کیا  کہ وہ کوئلہ کی کانوں میں کام کرنے والے  محنت کشوں  ، مذہبی اور نسلی اقلیتوں کو تحفظ فراہم کرنے کے لئے موثر اقدامات کریں۔

انہوں نے کہا کہ موجودہ حکومت کوئلے کی کانوں میں کام کرنے والے محنت   کشوں اور مذہبی اور نسلی اقلیتوں  کے  خلاف عمل   کو بیرونی ممالک کی طرف سے دہشت گردی کی سازش قرار دے کر ان کو تحفظ فراہم  کرنے کی اپنی ذمہ داریوں  سے بری الذمہ کرنے کی ناکام کوشیش ہے۔ در حقیقت ، ہزارہ برادری کو برسوں سے  فرقہ وارانہ گروہوں کے ذریعہ ، جنھیں طویل عرصے سے پاکستان کی سیکیورٹی اسٹیبلشمنٹ  کی سرپرستی حاصل رہی ہے، منظم ٹارگٹ کلنگ کا نشانہ بنایا جارہا ہے  ۔

پارٹی رہنماؤں نے سوال کیا کہ اگر سیکیورٹی اہلکار، غریب  محنت کشوں  کی حفاظت نہیں کرسکتے ہیں تو انہیں  بلوچستان میں رکھنے کا مقصد کیا ہے ۔ انہوں نے کہا  کہ موجودہ حکومت واضح طور پر فرقہ وارانہ شدت پسند گروہوں  کے ساتھ ساز باز میں ملوث ہے جو کے پی کے قبائلی اضلاع اور بلوچستان میں دوبارہ سے منظم ہورہے ہیں۔ افغانستان میں طالبان کے ساتھ نام نہاد ’’ امن معاہدہ ‘‘ اور تحریک لبیک پاکستان (ٹی ایل پی) جیسے فرقہ وارانہ گروہوں  کے ساتھ تعلق  سے ہزارہ جیسی اقلیتوں کی حالت زار کو مزید خراب کردے گی۔

انہوں نے مظلومو ں کے لواحقین کو معاوضے کی فراہمی اور دیگر کان کنوں کی حفاظت کو یقینی بنانے کا  بھی مطالبہ کیا۔

پارٹی کے رہنماؤں نے علاقے میں سیکیورٹی اہلکاروں کی بڑی تعداد میں  موجودگی  میں اس قسم کے واقعات کےہونےپر سوال اٹھائے اور الزام عائد کیا کہ وہ خیبر پختون خوا ہ کے قبائلی اضلاع اور بلوچستان میں دوبارہ فرقہ وارانہ شدت پسند گروہوں  کی صف بندی  کا نوٹس لینے کی بجائے  ان کی   سرپرستی کر رہے  ہیں۔

اے ڈبلیو پی  کے رہنماوں نے  کہا کہ اتوار کا واقعہ مزدوروں  کی بالعموم اور کوئلے کے کانوں کے  محنت کشوں  کے بارے  بالخصوص صوبائی اور وفاقی حکومتوں کی مجرمانہ غفلت کو  ظاہر کرتا ہے۔ انہوں نے   یاد دلایا کہ مئی 2018 میں بلوچستان میں کوئلے کی کان کے دھماکوں اور دہشت گردانہ حملے میں 30 سے ​​زائد مزدور ہلاک ہوگئے تھے۔

انہوں نے بتایا کہ گذشتہ  چندسالوں میں بلوچستان میں کان کنوں اور مزدوروں کی ہلاکتوں میں خطرناک حد تک اضافہ ہوا ہے اور ان میں 300 سے زیادہ اموات ہوئی ہیں۔

ان کا کہنا تھا کہ یکے بعد دیگرے  تمام حکومتوں نے   بلوچستان کے محنت کش عوام کو  آئی ایم ایف کے کہنے   عالمی  سرمایہ داروں اور ملٹی نیشنل کمپنیوں   کے  رحم  و کرم پر  چھوڑ دیا  ہے   اور  انہیں بلوچستان کے معدنیات کو  لوٹنے کے لئے آزادانہ اختیار دیا ہے جن کو  مزدوروں کی جانوں سے زیادہ اپنے منافع  سے دلچسپی  ہے۔  دریں اثنا انہوں نے  کہا کہ ایف سی اہلکار غریب کان کنوں سے   آئے دن رشوت اور بھتہ  لینے میں مبینہ طور پر ملوث ہیں۔

انہوں نے حکومت سے یہ بھی مطالبہ کیا کہ وہ اس قسم کے اندوہناک سانحات میں  ملوث افراد  کیی نشاندھی کرنے اور ان کی گرفتاری کے لئے فل فور اقدامات اٹھائے ۔

انہوں نے مطالبہ کیا کہ وفاقی اور صوبائی حکومتیں  بلوچستان اور ملک کے دیگر حصوں میں کانوں  اور کارخانوں   میں کام کرنے والے محنت کشوں کےتحفظ کے لئے فوری حفاظتی  اقدامات کریں۔

اے ڈبلیو پی  کے رہنماؤں نے کہا کہ یہ سانحہ حکومت کی لاپرواہی اور کانوں کے مالکان کی بے حسی کا نتیجہ ہے کیونکہ وہ مزدور قوانین کی کھلم کھلا خلاف ورزی کر رہے ہیں اور  کان کنوں کی حفاظت اور صحت پر رقم خرچ نہیں کرتے ہیں۔

ان کا کہنا تھا کہ حکومت کانوں کے مالکان کے اثر و رسوخ کی وجہ سے  کان کنی  کے حفاظتی طریقہ کار کو منظم کرنے سے  بے بس نظر آتی ہے کیونکہ   ان بااثر افراد نے ریگولیٹرز کو خرید رکھا ہے جو اپنے ذمہ داریوں سے کوتاہی برتتے  نظر آتے ہیں۔ ان کا کہنا تھا کہ ملک بھر میں لیبر ڈیپارٹمنٹ میں صرف چند  لیبر آفیسرز  موجود ہیں   جو اپنے زمہ داریاں سر انجام دینے کی بجائے  وسائل کی کمی کا رونا روتے ہیں۔

انہوں نے کہا کہ پاکستان نے  طاقتور  حلقوں  کے ایماء پر ابھی تک  کان کن مزدوروں کی صحت اور حفاظت سے متعلق آئی ایل او کے کنونشن کی توثیق نہیں کی ہے۔

انہوں نے مزدوروں کے استحصال کو روکنے کے لئے ریاستی  ڈھانچہ اور مزدور قوانین میں ساختی تبدیلی کا مطالبہ کیا۔ انہوں نے کہا کہ جب تک   محنت کش متحد ہو کر جدوجہد نہیں کریں گے وہ  سرمایہ دارانہ  منافع اور ریاست کے گٹھ جوڑ کی قربان گاہ پر اپنی جانیں  پیش کرتے رہیں گے۔

کرک ہندو مندر میں توڑ پھوڑ

عوامی ورکرز پارٹی  کے رہنماؤں نے کہا ضلع کرک میں ہجوم کے ذریعہ ہندوؤں کے مزار (سمادھی) کی توڑ پھوڑ کے بعد شیعہ ہزارہ کو نشانہ بنانے سے اس بات کی تصدیق ہوتی ہے کہ ملک ایک بار پھر مذہبی جنونی  نظریات کی بنیاد پر لاقانونیئت کی حکمرانی کی طرف گامزن ہے۔

انہوں نے کہا کہ مقامی پولیس کی لاپرواہی کی وجہ سے لوگوں نے اس تاریخی عمارت کو نذر آتش کیا۔  انہوں نے  پی ٹی آئی کی صوبائی حکومت سے ضلعی پولیس افسران کے خلاف کاروائی کا مطالبہ کیا کیونکہ  یہ پہلے سے منصوبہ بندی کے تحت کیا گیا  ، لیکن پولیس نے اس  کو روکنے  کی کوشیش نہیں کیں۔

اے ڈبلیو پی کےپی  کے  صدر حیدر زمان ، سابق صدر شہاب خٹک ایڈووکیٹ اور سکریٹری جنرل قاضی حکیم نے کہا کہ تاریخی مندر کی تباہی نے ہندو برادری میں عدم تحفظ اور خوف کو جنم دیا ہے۔

انہوں نے حکومت پر زور دیا کہ وہ مذہبی اقلیتوں اور ان کی عبادت گاہوں کو تحفظ فراہم کرے۔
