Awami Workers Party (AWP) has rejected the recently imposed GB Order 2018 by Islamabad on Gilgit-Baltistan and considers it a move to strengthen its grip on the region and perpetuate the seventy-year colonial rule to usurp its natural resources.
The party in its two-day Federal Executive Committee meeting held recently at its head offices at Karachi reviewed the people’s resistance movements for their fundamental rights and prospects for a Left and progressive alternative politics in the mountainous region.
The party is of the considered view that these cosmetic measures will no longer pacify the 2 million people of Gilgit-Baltistan, who have been deprived of their basic, human, democratic, political and economic rights for the past seven decades, and their voice for these rights are suppressed through worst state repression.
The party has unequivocally supported the genuine demands of the people and struggled against the bureaucratic rule in GB. We support the current protest against the Order, but would also clarify that such movements will not achieve the desired results unless and until a concrete pro-working class and the anti-establishment alternative programme is chalked out and the movement is led by pro-people, and anti-establishment leaders.
The past experiences showed that such movements have failed to achieve their goals due to the political and religious leaders who pursued the establishment’s agenda.
We believe that the working class people can find salvation from the neo-colonial repressive system if they shed the baggage of ‘fifth province’ and ‘AJK-style controlled system’ and instead demand for complete internal autonomy with an alternative revolutionary programme to establish the rule of working class and not the elite and privileged few.
AWP considers that the GB Assembly has lost legal or moral ground and ceases to exist after the implementation of the new Order.
The party from day one of its inception has categorically been supporting the demands of the GB people and struggling for them that’s why our central leader Baba Jan other activists are languishing in jail serving for their raising voice for the people’s basic rights.
The AWP has made the constitutional and political issue of Gilgit-Baltistan as an essential part of its manifesto and programme.
It is because of this persistent struggle that the AWP-GB has emerged as the most popular left-wing party in the region among the youth and working class.
We reaffirm our commitment to the struggle of the people against the state repression, world capitalist and imperialist hegemony, national, gender and class oppression as well as religious fanaticism and rising extremism.
We, therefore, demand that:
1. Gilgit-Baltistan Order is withdrawn forthwith.
2. GB should be given complete internal autonomy with a set up of a local government according to the UN resolutions.
3. The Federal government should be vested with only foreign, defence, communications and currency subjects and all powers should be transferred to local elected bodies and not to the bureaucracy.
4- Elections for the Constituent Assembly should be held, whose mandate is to frame a constitution for GB and safeguard the fundamental rights of the people.
5. Setting up of an independent judiciary and appointment of local judges through a judicial council on merit.
6. Withdraw and abolish all draconian laws from GB.
8- Free all political prisoners and withdraw cases against them.
9- Stop grabbing of people’s land and natural resources.

عوامی ورکرز پارٹی گلگت بلتستان آرڈر کو رد کرتی ہے اور مطالبہ کرتی ہے کہ متنازعہ علاقے کو مکمل اندرونی خودمختاری دی جائے۔
عوامی ورکرز پارٹی حال ہی میں اسلام آباد کی جانب سے نافذ کئے گئے گلگت بلتستان آرڈر کورد کرتے ہئوئے کہا کہ یہ پاکستان کے حکمرانوں کی جانب سے اس متنازعہ خطے پر ستر سالوں سے جاری نو آبادیاتی نظام کونہ صرف قائم و دائم رکھنے بلکہ اسے مزید تقویت پہنچانےاوراس خطے کے وسائل پر اپنی گرفت کو مضبوط بنانے کی ایک اور چال ہے۔
پارٹی نے حال ہی میں اپنے دو روزہ وفاقی مجلس عاملہ کے اجلاس منعقدہ کراچی میں گلگت بلتستان کے مسائل اور وہاں ایک ترقی پسند سیاست اور حقوق کے لئے چلنے والی مزاحمتی تحریکوں کا بھی جائزہ لیتے ہوے کہا کہ ان مصنوعی اقدامات سے اب گلگت بلتستان کے عوام کو مزید بہلایا نہیں جا سکتا۔
گلگت بلتستان کی 20 لاکھ عوام گزشتہ سات دہایوں سے اپنے بنیادی، انسانی، جمہوری، سیاسی اور معاشی حقوق سے محروم ہیں اور بد ترین ریاستی جبر و تشدد کے باوجود وقتاٰ فوقتاٰ اپنے غصب شدہ حقوق کے لئے آواز بلند کرتے رہی ہے۔ عوامی ورکرز پارٹی اس افسرشاہی کے تیار کردہ حکمنامہ جسے عوام پہ مسلط کیا جا رہا ہے جس سے گلگت بلتستان میں قومی و طبقاتی لڑائی تیز ہوگی۔ ہم اس حکمنامہ کے خلاف چلنے والی تحریک کی حمایت کرتے ہیں مگر یہ بھی واضح کرنا چاہتے ہیں کہ اس قسم کی تحریکوں کی کامیابی کے لئےضروری ہے کہ اس کے متبادل پروگرام واضح ہو اور اس کی قیادت مخلص، عوام دوست، اسٹیبلشمینٹ مخالف اور ترقی پسند رہنمائوں کے ہاتھ میں ہو۔ ماضی کے تجربے سے یہ ثابت ہوا ہےکہ جابرانہ نوآبادیاتی نظام کے خلاف تحریکیں اسلئے نا کام ہوئیں کیونکہ اُن کی قیادت ایسے سیاسی و مذہبی رہنمائوں کے ہاتھوں میں رہی ہے جو پاکستانی اسٹبلشمنٹ سے براہ راست یا بلواسطہ ہدایات لیتے رہے ہیں۔
ہم سمجھتے ہیں کہ گلگت بلتستان کی محنت کش عوام کو اِس جدید نوآبادیاتی نظام سے اُس وقت نجات مل سکتی ہے جب وہ پانچواں صوبہ اور آزاد کشمیر طرز کے کنٹرولڈ نظام کا مطالبہ ترک کریں اور مکمل اندرونی خودمختاری کا مطالبہ کریں اور اپنا متبادل انقلابی پروگرام تیار کریں تاکہ گلگت بلتستان پہ مسلط نوکرشاہانہ جدید نوآبادیاتی نظام کے خلاف چلنے والی تحریک کی سمت درست ہو سکے اور محنت کش عوام کی حکومت قائم کی جا سکے نہ کہ اشرافیہ اور مراعات یافتہ طبقہ کی۔
عوامی ورکرز پارٹی سمجھتی ہے کہاس آرڈر کے نفاذ کے بعد موجودہ اسمبلی کے وجود کا کوئی قانونی و اخلاقی جواز نہیں رہتا۔ لہٰذا پارٹی یہ مطلبہ کرتی ہے کہ اسمبلی کو توڑ کر نئی آئین ساز اسمبلی کے لئے انتخابات کرائے جائیں جو گلگت بلتستان کے لئے ایک آئین بنائے جو مقامی اسمبلی اور عوام کے حقوق کو تحفظ دے سکے۔
عوامی ورکرز پارٹی نے اپنے قیام کے پہلے دن سے ہی گلگت بلتستان کے آئینی و سیاسی مسئلہ کو اپنی سیاست اور پروگرام کا ایک اہم جُز بنایا ہوا ہے اور ان کے حصول کے لئے عملی جدو جہد کر رہی ہے اور اس کی پاداش میں ہمارے مرکزی رہنما بابا جان سمت ایک درجن سے زیادہ کارکن زنداں کی دیواروں کے پیچھے عمر قید کی سزا کاٹ رہے ہیں۔ یہی وجہ ہے کہ گلگت بلتستان میں ترقی پسند سیا ست اور بلخصوص عوامی ورکرز پارٹی کو نوجوانوں میں بہت شاندار پذیرائی ملی ہے۔
ہم ایک بار پھر اس عزم کا اعادہ کرتے ہیں کہ ریا ستی جبر، عالمی سرمایہ دارانہ اور سامراجی نظام، قومی، صنفی اور طبقاتی جبر و استحصال اور مذہبی جنونیت اورانتہا پسندی کے خلاف اٹھنے والی ہر تحریک کا ساتھ دینگے۔
ہم مطالبہ کرتے ہیں کہ:
1- گلگت بلتستان آرڈر کو فلفور واپس لیا جائے۔
2- گلگت بلتستان کو اقوام متحدہ کی قراردادوں کے مطابق اندرونی خود مختاری دی جائے۔
3- مرکز کے پاس صرف خارجی، دفاعی، مواصلاتی اور کرنسی کے امور ہوں اور باقی تمام اختیارات مقامی منتخب اداروں کو منتقل کیا جائے نہ کہ نوکرشاہی کو۔
4- آئین ساز اسمبلی کے لئے انتخابات کروایا جائے جس کا مینڈیٹ جی بی کے لیئے ایک آئین بنائے تاکہ منتخب اداروں اور لوگوں کے بنیادی حقوق کا تحفط ہو۔
5- آزاد عدلیہ کے قیام کو یقینی بنایا جائے اور اس میں صرف مقامی ججز تعینات ہوں۔
6- عدلیہ میں ججوں کی تعیناتی ایک آزاد و خود مختار جوڈیشل کونسل کے ذریعے میرٹ کی بنیاد پر کی جائیں۔
7- علاقے سے تمام کالے قوانین کا خاتمہ کیا جائے۔
8- تمام سیاسی قیدیوں کو فلفور رہا کیا جائے۔
9- لوگوں کی زمینوں اور قدرتی وسائل پر قبضہ کا سلسلہ فلفور بند کیا جائے۔
